What exactly happens when you increase the f number? I understand that the bigger the number the smaller the aperture but in what circumstance would you choose to increase the number and to get what result?

I have an old photo (20+ years) that has become stuck onto plastic in a photo frame. The picture has marks on it from the plastic. I have tried unsuccessfully to detach it using steam. Anybody any idea how I can get it out without tearing it?
