What's the best way to get a Sepia effect using Photoshop?

I have an hp 4150 iPAQ PDA from which I am trying to take a photograph.
I've got a digital camera which is all I have used so far, but results
are pretty poor to say the least.
The bottom 2 of these four photos are from the iPAQ.

I have accidentially taken photos with my Nikon D70 using the incorrect
date. I had mistakingly reset it while adjusting for daylight savings.
I want to change it back to recognize as the correct date/time taken.

Is anybody using SIlkypix? I downloaded it and am using it at the
moment, and it seems quite good, better than RSE in quality (less
artifacts, better colours), its noise reduction isn't too bad, its
sharpening is ok and it seems to allow easier overall image fine-tuning

What's the best way to get a sepia effect using Photoshop?  I thought it
would be easy.  Nothing I try looks right.

I normally take pics at FINE JPEG setting, LARGE size. Recently, I
noticed that when I take pics at ISO 1600, there was a red spot with
