I'm wondering if there's typically any image degradation from a CMOS

I'm wondering if digital cameras always take images at their highest resolution then scale them down to what
is selected by the user or do they use less pixels for smaller sizes?

I need advice on what range of ND filters to buy.  My cameras low ISO
speed is 100, does not have an interchangable lens, F number starts at
2.8 and goes to 8.0 though there is softness issues at F8 so I try to
stay at 6.3 or below.  Shutter seems to top out at 1/2000.

My camera takes photos in normal resolution but claims to be able to take
finer photos at a higher pixel-rate through "digital interpolation".
Surely that's just stretching the image and not worth doing?

sealed box, unopened, everything is keeping in the original manufactory
