D70 anfd Flash photos

I have a D70 I have noticed that photos taken with the built in flash
are dark about a half to a full stop. I just got the SB 800 and still
notice the same thing. Does anyone have the same problem?

Jpeg or raw?
How do you determine/fix the subject for flash exposure?
If this is consistent (you are lucky or good at composing flash images if it
is) then why not adjust the camera with that teensy button that has the
flash symbol on it?
