I have been trying to photograph a sunrise with my Fuji S5200 (so,so
results.)  I would like to buy a graduated ND filter and a polarizing
filter and try this with the lenses stacked, with the darker portion
of the ND at the top.  Would this improve my chances?

I don't think a polarizing filter would help unless the image included
water - it makes most difference to skies looking across the sun
rather than into it.

IMHO sunrises/sunsets are very difficult to do well.  Have you had a
hunt on Flickr for what you consider to be successful shots?  If you
find any, you can often check at the setting used.  You could also
contact the person that took them to ask how they did it.

Only sensible way is with
a) a lense that doesent flare
b) underexpose it enough so that no highlights get blown (or as little as
possible)
then bring up the shadow detail in the foreground with levels in photoshop
or whatever you use.

Failing that HDR (several shots combined by bracketing) works great. Check
out Photomatrix it does the work for you..

Chances improved muchly, though I don't know, but learn about it first.

Has anyone tried successfully to do HDR using Gimp?

Nope.  You have to get up early, before the sunrise, and point your
camera toward the east.

Then, try a graduated color filter, or PS, or both.
