First, are we talking about a Magic Marker brand marker? Or a common
washable marker?
Second are we talking about an RA-4 color print? Or some sort of digital
quick-print?
Get an identical kind of print (a throw-away print) and mark it with an
identical marker. Try the following: Nail polish remover, lighter fluid,
WD-40 (works for adhesive residue), alcohol, paint thinner, diluted Windex.
Wash the print with diluted Windex and allow it to dry. Note that RA-4 rints
when wet have a bluish cast which dissappears when they dry.
The best bet may be to scan it, then do some retouching with your favorite
photodhop type software and make a new print.

Impossible to know. Might be a Sharpie but strictly speculation.
Someone used a blue marker of some sort to obliterate a person on a
photo.

Not familiar with the jargon of RA-4 but it's a developed photo,
probably done through one of the box marts, Walgreens etc.

Try PEC-12 "Photographic Emulsion Cleaner" -- it's used to clean
negatives of persistent stains etc. Shouldn't harm any standard print or
neg/trans. Will remove Sharpie (as will alcohol) from most surfaces.
Do _not_ use on any kind of ink-jet print.
As always, try it first on something you don't care about, and YMMV
If you aren't near a good photo store you can order it from B&H,
Adorama, Samy's, etc. If you are outside the USA you might run into
trouble with shipping by air.

Obtain a whiteboard marker (non-permanent...duhhh), colour in over the top
of the mark on the photo, then wipe off with a soft clean cloth.
Repeat if necessary.
Test on a spare photo first, of course.

Okay, when I was in the RAF, we used to annotate aerial photographs using
permanent markers and pens.
This was both colour and BW prints.
If we made an error, a soft lens cloth and a little dab of isopropyl alcohol
worked a treat.
Go carefully with it, and of possible, do a test on another less-important
print first.
