What does '300 dpi print size' mean?  I want to submit photo to a magazine
and they require it to be this size.

How does this relate to resolution, and file size?

I appreciate any assistance.

DPI is dots (Pixels) per inch, so a 640x480 pixel picture at 300DPI
prints at just over 2" wide. Decide how large the picture is to be
printed, multiply this by 300 and this gives the pixel count size you
should save the picture at. I would suggest you send the image a a 10x8
image ie 3000 x 2400 if you can and let them resize it to suit.

Thank you.  That is exactly what I need to know.
