This is an older flash that I used with the Elan 7 film camera. Does anyone
know if it is compatible with the Canon 30D?

If you refer to the 420EZ flash, then it's not compatible with the
30D. Although you can do manual flash setup with the 30D, I don't
think it's worth the trouble.

All Canon flashes that end in 'EX' are compatible with the 30D.
'E' means it works with EOS cameras. 'X' means it supports E-TTL. The 30D
used E-TTL II.

The 420EX is completely compatible with the 30D. I have both, and they work
fine together.
