PhotoLine 32 from www.pl32.com does this using the Poster Mode in the print
options. I've been using this for years to print up large-scale high-resolution
topographic maps in as many as 15x20 -- 13"x18" panels. No other program even
comes close to all that PhotoLine 32 can do. Its capabilities have surpassed
Adumbies PhotoShit for many years now.

If I had to do this, I'd split the image into nine parts using
ImageMagick and then print the parts. Simple. No need to buy
something with capabilities surpassing PhotoShop.
If I had to do it a lot, or on many sizes of originals, I'd wrap
ImageMagick in a script. All the tools needed to accomplish this
came with my OS. Both ImageMagick and my scripting tools of
choice (bash, perl) are available for free download on Windows.

I used to have a cheap program from Micrografx called Photo Magic. It
had that feature. I replaced PM with PSP several years ago. While
PSP is a very good program, I do miss this "poster print" feature. I
tried on my wife's Photoshop and didn't find that option there,
either. Note to photo editor software engineers- this is a neat
feature- bring it back.
