I like Picasa2 for family and fun Photo editing. Fast and lots of
options. Free from download.google.com.
It keeps all of your originals as "digital negatives" and databases
your changes. This effectively means that you can edit your photos
without making copies upon copies. Really saves drive space. You can
export and entire folder using the original or a smaller image size
with the edits applied in under a minute.
If you don't like it of course, It was free!! Un-install baby. I think
you will like it though for personal use. It also lets you easily
backup and restore photosets (with the edits d-base separated but
intact) and has options to e-mail, Blogger and more. Great little
program. Hope Google never charges for anything. :)

I already have Picassa but I didn't see a function in Picassa to take an
existing pic and make it a wallet or 4x6 size. Where is that?

If you have Picasa 2, simply select photo(s) into picture tray and click on
Print button (Bottom middle of screen).
Print layout screen then offers following sizes/options: Wallet(9), 3.5 x
5(4), 4 x 6(2), 5 x 7 (2), 8 x 10 and Full Page.

I downloaded it as suggested, it does have a function to resize to "inch x
inch". There is one thing that you might help me with. I cropped a pic, and
it left a huge back outline where the original pic was. Even when I rtred to
add a border, it went around the original pic and not the cropped one. How
can It fix this?

Are you using Winows XP? If so, try the printing wizard... It does
that stuff, even though there aren't many other bells and whistles..
Highlight images, right click, Print, follow prompts...
