Does a red light mean the battery is being charged or it's fully charged?

For me atleast red meant charging then turned green when done.

On the 300 it means fully charged. (It blinks while charging.)

I liked the charger with the 300D much better. It gives an indication
of how empty the battery is.

As others have stated red means charging, green means charged.
