Why can't I use my 430 EZ with my new rebel XT/350 camera. Is the curtain
setting and consideration?

Nah, it's the difference between A-TTL (a la the original Elan et al)
and E-TTL Elan 2 and all the digital stuff. EZ vs EX...
Yeah, it's a pain in the a.s and quite irritating. I had to get a
new flash too starting with my Canon G2.

You can. You will have manually adjust your flash. You can not use
newer A-TTL and E-TTL modes. See pages 101 and 102 of your camera's
manual. You will be shooting at or less than 1/200th sec in the manual
flash mode.

And if you will be annoyed. And your batteries will die quickly. :-0
In this mode, the flash will be dumping full power unless you dial it
down. Totally annoying to have a wonderful TTL flash system and then
have to go back to those lovely distance calculation days.
What sucks is that the digital E-TTL bodies weren't designed backwards
compatible to A-TTL so you can't even do that (which seemed to be a
fine flash system) even though your flash can.
