I have to sell 70-200/4 and 17-40/4 to be able to fund this purchase.

The Canon EF 24-105mm f/4L IS is a remarkably good lens.  Its optical
excellence means that its street price represents outstanding value.

By selling those two lenses you will be giving up the ability to cover
the 17-24mm and 105-200mm focal length ranges.  Are you sure that
24-105mm will cover all the focal lengths you need?

I was going to get the efs 10-22 first but am now considering to get the
24-105 first because I use that focal length more often. With that wide
angle lens, it makes 17-40 redundant and I can't really get sharp photo
with the 70-200/4 handheld (as I expected before buying that).

Depends. What body would you be using this with?

on a 1.6x crop camera. I am deciding between this and 24-70/2.8. I don't
think I will be shooting action indoor so IS might be good enough.
