IS on non-Canon lens

Are there any manufacturers producing EF-mount lenses with IS? AFAIK there
is none at present; any rumours/ideas whether there are any plans to build
one?

PS. The real issue here is that I cant afford Canon 70-200L f/2.8 IS, and
Sigma 70-200 f/2.8 is getting rave reviews but has no IS...

Sigma makes some.  They call them "OS".

Not exactly the same range, and a lot slower, but FWIW,
Sigma 80-400mm f/4.5-5.6 EX OS APO has image stabilization.

I would never buy a lens on Shutterbug's/Peter Burian's recommendation.  The
last Sigma I bought was on his recommendation, the 28-105 f2.8-4.  He said
the same thing about it that he said about the 80-400 OS, the optics are
"superb."  It turned out to be the absolute worst lens I ever owned, a list
that includes a Spiratone 400mm f8 "Baseball Bat."  Never again...
Peter used to be a regular on rpe35mm until too many people gave him over
the top grief about his lens reviews...

If only it was f/2.8.... yikes, no such thing exists.

That Sigma lens is getting rave reviews all over the place, not just
shutterbug.com. However nobody really have tried it for shooting fast sports
action... but then I suspect at 400mm f/5.6 is as good as it gets (at least
in my price range). Canon 70-200mm f/2.8 with 2x teleconverter would be the
same.

The price difference between the Sigma and the Canon is not all that huge.
($1000 vs $1400)  And reviews haven't been exactly glowing except for the
heavily advertiser dependant American photo mags/rags. It lacks Sigma's
version of USM.

The Sigma 80-400 is a decent lens.  I used it at an air show in NJ last
year, was very pleased - here are a few shots:
