Anybody know of a reliable plug-in to deal with RAW PICs for PaintShop Pro

Install the Picture Project Plugin, as this will render to 8-bit jpeg, vs
the NikonView one which renders to 16-bit and will not work with PSP.

PSP9 will convert D70 RAW files, this and the new Digital Camera Noise
Removeal filter among other improvements make it well worth the
upgrade imho.
