The answer to that is yes, a lot of (small) printers still are, at least
those who haven't switched to CTP (computer-to-plate), which is still
expen$ive. However, almost of all of these same printers get their film
from imagesetters (digital input--> film output), not directly from
cameras, so they wouldn't be using RA2000.
The next-to-last printer I worked for did just this, burning plates the
old-fashioned way from film produced by an old Linotronic filmsetter.
