Kodak markets a color RA4 metallic paper that I like. Does anyone market
a b/w version of that paper?  If not, is there a chemical I can use to
tone b/w paper to appear metallic?

Except a liquid emulsion onto a metal plate, I don't know ...
But you should be able to print B/W onto a RA-4 surface whether metallic
or not.

Try Cachet.  They make all kinds of surface colors and finishes of B&W
papers, including silver metallic, gold, red, et cetera.
Cachet papers are available for instance at Freestylo photo in LA.

You could use Rockland Halo-Chrome, which is a silver toner.  It
changes the silver in a photograph from black to silver.  You use
regular paper and then put it through this toner bath after processing.

I took some photographs to show you what I mean:

Heres a blurb I found on the web:

Halo-Chrome is the unique toner that transform black-and-white prints
into metallic silver by fusing the "grain" into the pure metal. It can
be used with all fiber and RC papers, and is particularly effective with
high-contrast subjects. On glossy papers it gives a mirror-finish, and
on matte papers a brushed-silver finish.

The paper above was agfa semi-matte finish rc paper.
