Steve Anchell's Darkroom Cookbook 1st edition has the following formula
for "Diafine Type" Developer.

Sodium Sulfite Anyhydrous 35.0 grams
Hydroquinone 6.0 grams
Phenidone 0.2 grams
Sodium bisulfite 6.0 grams
Cold water to make 1.0 liter
Sol B
Water 125f/52c 750 ml
Sodium sulfite 65.0 grams
Borax 20.0 grams
Cold water to to make 1.0 liter
soak in A bath for 3 minutes, then to the B bath for 3 minutes with out
rinsing in between. Do not use a presoak.
Note: Do not use an acid stop bath. Use a water rinse for 30 seconds to
1 ninute. A god fixer to use with this formula is Photographers
Formulary TF-4.

Patrick Dignan has that formula in his book Classic B&W
Formulas. Apparently a Mr. Ronald W. Anderson takes the
credit for that substitute formula and a few others.
He suggests using, rather than the metaborate, an equal
amount of borax for D-76 like results. Dan
