can you recomend a digital device that turns negatives into prints by
scanning?  Go from negative to positive with an edit feature to burn
and dodge sections of the image?  Would these features be found only in
a computer program dedicated to visual editing?

Lets put it this way, cost wise your better off sticking with the
computer & scanner <probably> Epson and a few others are offering direct
print ink devices but the editing part is limited. For bigger $$$
machines like the Fuji Pictorico from what I understand the editing is
still rather limited......the idea is that the print editing is done
prior by the users computer. If you want to make digital/edited prints,
Imop -computers are almost required.

I'm just an amature photographer and I use an EPSON Perfection 2480
scanner (two years old, maybe?) for scanning my negatives.

As long as it is capable of scanning at a relatively large resolution
(1200dpi is pretty good) you can create really clean, sharp images ready
for printing (say, from Kinkos with the right paper). It's much better
than scanning an image you made in the darkroom and then editing it
(normally because there's more spots and dust and other problems that
could go wrong with a full-size scan).

I use Photoshop CS2 and it's pretty amazing. It's expensive but it's
definitely worth it if it fits in your budget. Adobe has a cheaper
version called Photoshop Elements that can do simpler things like dodge
and burn, though.

Good luck.
