The cord is a standard wall socket lead without a plug.

_Without_ a plug? Is this a European enlarger where the plug is
optional?
It may help if you post the brand and model of the enlarger. If there
a nameplate with a power specification, "110V 60Hz 3A" or the like the
information on the nameplate will help.
Are the wires in the cord black/white/green, blue/brown/green-yellow
or are they another set of colors?
Enlargers using fluorescent (cold light) or halogen bulbs require an
external power supply. Plugging them into the wall will blow the
whole shebang - hence the caution and reticence on this newsgroup
in answering your question.
To answer the subject line: some are, some aren't.

You mean it's female? I bet it needs a special connector or something.
