I have noticed that I have been getting tiny spots on my negatives. They
can be cleaned but not very easily. What am I doing wrong? I use a very
diluted amount of Photoflo after the wash.
It might be hard water? I'd try using purchased distilled water and a
minute amount of photo-flow for the final rinse. I think too much
photo-flow could also leave a deposit on the film.

You have crud in your water (or maybe in your air, in the rinse water ...)
Use distilled water with photoflo 1:200 (don't skimp). After hanging
squeegee between clean fingers.
If you still have crud, try rinsing the spool of negs in two vigorously
shaken changes of distilled water.
Make sure there is no airflow when drying, best to hang in a slightly
humid bathroom with the door closed, window closed and fan off.
