If you have any great ideas, let's hear them. My first thought of a mandate
is "Any photo taken with a fisheye." I'm not sure it would have broad
appeal, though, so I need your help.

You really don't need to invest in an expensive fisheye lens. Years ago I
experimented (played around) by using one of the larger-diameter security
peep-holes for doors. The ones that are about 1.5" dia. with lenses about 3/4"
dia. (sizes a rough-guess from memory) Found in most hardware stores for a few
dollars.
Disassemble one, paint all the raw lens edges and sides with flat-black to
supress internal reflections. Reassemble. Then mount it on the front of a
smaller zoom-lens camera that has a smaller diameter lens on it, trying to match
the diameter of the exit-pupil of the peep-hole lens to the diameter of the
entrance-pupil of the camera's lens. You'll need a small camera with some
internal zoom in it, in order to zoom-in to fill the camera's frame with the
small circular image formed by the peep-hole lens.
You can get fairly decent images through them. With the right camera to attach
it to and using the right f/stops to reduce optical defects you might even rival
some of the Raynox fisheye lenses on the market.
Here's a small sample taken years ago that I used to test this inexpensive $3
lens' edge-sharpness and chromatic-aberration problems. Original image was
1600x1600 from that old camera. I could only find this remaining thumb-sized
image on my hard-drive. Don't have time to hunt down the original from that many
years ago.

This "fisheye" was relatively free from most aberration problems. At that price,
why not have some fun?

When I was 19 and at the Paris Air Show, a nice German fellow (associate
of my father's company) lent me a bag of Nikon equipment and this
included a fisheye.
I shot about 2 dozen rolls of film over 2 days and this included some
judiciously composed shots using the fisheye. However, I have no desire
to shoot fisheye now...

I'd just pass on the round or see if I can find one of the few I shot
many years ago...

Hey, I like the contrast idea, but the fish-eye one basically leaves anyone
with a low-buck (read p&s) setup high and dry.
Since you Americans will be having Thanksgiving soon, what about "Long
Necks"?
I think most of the turkeys on Usenet could handle that.

Why not just "Work?"
One of the most difficult mandates is "Wind."
I like the turkey mandate suggestion although I may have an unfair
advantage. I had two of them walk up to within a few yards of me
today. They ain't the smartest birds, ya know, only the tastiest!
