I really liked this bit...

I suggest you all join me.

Maybe we could just get a form together and we fill out a couple of
blank spaces for the planned "act" and send them off.

Make it multiple choice and re-usable.  I'd include

perhaps a tick box for "other" , fill in the dates and send it off to
the wonderful Waverly Council mayor for her approval.

Didn't Manly council try this a while ago and found it was illegal for them
to inforce it since there is a difference between 'public land' and 'council
property'.
