Yes, but not full-aperture metering. You have to flip the meter coupling
tab up and meter in stop-down mode. Alternatively, you can get the lens
AI-modified.

The FT-series cameras use a CdS cell; the EL uses SPD. CdS cells aren't
less accurate but they are less sensitive in dim light. They also have a
bit of memory effect - if you point them at very bright things, it takes
them a few minutes to give accurate readings in low light again.

Yes, as long as they have the meter coupling shoe (the metal thingy that
mounts at f/5.6 on the aperture ring and receives the meter coupling pin on
non-AI bodies). If you add one of these shoes, even autofocus lenses
(except the G series, which lack an aperture ring) will work fine on non-AI
bodies.
All non-AI, AI, and AI-S lenses (except the second version of the AI-S
50/1.8, non-AI lenses that are slower than f/5.6, and shift lenses, which
don't meter couple at all) have the meter coupling shoe so you can just
mount and go. Some people think the Nikkormat FT2 is the best Nikkormat to
use with manual lenses for this very reason - AI and AI-S lenses work on it
just like non-AI lenses do.

The EL2 has the same metering as the FE. While it is a very simple system, it
is also very accurate and reliable. Some lenses will need to be used stopped
down for metering. I am less familiar with the FT3.
