How wide is "wide"? My widest lens goes only to 18mm. I had thought about
buying a 10-20 next year (having blown this year's tax rebate on a telephoto),
but decided to put myself on the list for a 50D instead. And even if I hit the
lottery or something, I'm not going to have a WA in September. Am I SOL?

Lots of different ways to interpret "Wide." Specifically using a wide-angle
lens is only one. Most might not even be related to hardware at all.
Mandates are far from hard and fast requirements.

18mm is wide. Even on AP-S it's about 28mm (eq) heck 35mm (eq) is wide.
My idea was to explore the opportunities and constraints of wide angle
shooting like showing more context behind a subject or emphasizing
perspective or making a person look fat or thin depending how they are
placed in the frame. Those ideas could even be explored at a normal
focal length.

As wide as you can manage is fine. I don't think there would be howls
of protest if you pano'd 3 or 4 images together either.
